
The U.S. Department of Transportation’s new Interim Final Rule (IFR), effective October 3, 2025, introduces significant changes to the Disadvantaged Business Enterprise (DBE) programs. Most notably, the IFR eliminates race- and gender-based presumptions of social and economic disadvantage that previously facilitated certification for minority- and women-owned businesses. Under the new rule, all applicants—whether new or currently certified—must now demonstrate disadvantage through individualized evidence, including personal narrative and financial documentation.
